Safety Critical Equipment (SCE) Management

Safety Critical Equipment (SCE) Management is the structured identification, maintenance, testing, and verification of equipment whose failure could directly cause or escalate a major accident on a vessel or offshore installation. SCE management ensures that safety barriers remain functional and that performance standards are demonstrably met.

What qualifies as safety critical equipment?

SCE designation varies by vessel type and regulatory regime, but typically includes fire and gas detection systems, deluge and suppression systems, emergency shutdown (ESD) systems, blowout preventers (BOPs), lifesaving appliances (LSA) and fire-fighting equipment (FFE), emergency power systems, and structural and mooring systems critical to station-keeping.

SCE management requirements

For offshore installations and vessels operating under the Norwegian Petroleum Safety Authority (Ptil) or equivalent bodies, SCE management is a regulatory requirement. Each SCE must have a defined performance standard, a testing and verification schedule, and documented records of inspection outcomes. When an SCE fails a performance test, the incident must be recorded, risk-assessed, and resolved through a documented corrective action process.
